Vale gains 1 stack of Windtalk each time he gets a kill or an assist that increases his Movement Speed by 8. This effect can stack up to 10 times.
Gameplay guide
Vale is a mid-lane burst-control mage who builds permanent movement speed through kills and assists. Windstorm pulls enemies toward its center before a delayed high-scaling explosion, Windblow knocks them airborne and leaves a damaging whirlwind, and Wind Blade punishes the controlled location from both sides.
Angle Wind Blade diagonally through the wave without stepping into danger and use Windblow into Wind Blade for lane poke. Participate in safe rotations and assists to accumulate permanent Windtalk speed.
Cast from bushes or behind walls around Turtle. Lead with Windstorm where enemies must stand, then knock them airborne inside it and place Wind Blade across the controlled position.
Stay behind the tank and do not reveal Vale before the enemy carry or cluster is targetable. Use the movement-speed advantage to change angles, but preserve Windblow if an assassin can reach the back line.
Place Windblow across a narrow route so its lingering whirlwind controls the space enemies still need to cross.
Send Wind Blade through the wave and toward the enemy at the same time, clearing without spending a separate cast only for poke.
Use the passive Movement Speed to change casting angles after every skill, keeping Vale outside the line enemies expect.

Windstorm begins pulling before its one-second explosion; Windblow keeps the target airborne in that area and its remaining whirlwind is also pulled into the center.
